Chief Petty Officer Towner was born in Rochester, New York in February 1966. Chief Towner’s youth was spent traveling across the United States with his parents; they lived in New York, Arizona, Texas, Kentucky, Michigan, and Florida. No stranger to travel, Chief Towner joined the United States Navy under the Delayed Entry Program in June 1983 and graduated from Flagler Palm Coast High School, Bunnell, Florida in June 1984. After attending boot camp in Orlando, Florida, he attended CTR "A" School in Pensacola, Florida. Chief Towner’s first duty station was Naval Security Group Activity (NSGA) Clark Air Force Base Philippines where he advanced to Third Class Petty Officer. Chief Towner deployed aboard the USS KITTY HAWK (CV-63). Chief Towner’s second duty station was NSGA Misawa Air Force Base Japan where he advanced to Second Class Petty Officer. Chief Towner deployed aboard the following ships and submarines:

Chief Towner’s third duty station was Commander U.S. Naval Forces Europe London, England. Chief Towner’s fourth duty station was National Security Agency Fort George G. Meade, Maryland National Cryptologic School where he attended Analysis Skills for Non-Commissioned Officers. Chief Towner’s fifth duty station was USS LAKE CHAMPLAIN (CG-57) where he advanced to Petty Officer First Class. While on Western Pacific Deployment, he cross-decked to the USS NIMITZ (CVN-68).

Chief Towner’s sixth duty station was Center for Cryptology Corry Station, Pensacola, Florida where he was advanced to Chief Petty Officer. Chief Towner’s seventh duty station was Cryptologic Services Group Naples, Italy. Chief Towner’s eighth duty station was United States Navy/Canadian Forces Personnel Exchange Program, Victoria, British Columbia, Canada. Chief Towner deployed aboard the following Her Majesty’s Canadian Ships (HMCS):

HMCS ALGONQUIN (DDG-283) HMCS WINNIPEG (FFH-338)

Chief Towner reported to his current assignment and served as Leading Chief Petty Officer for two divisions in the Intelligence Department at the Naval Information Warfare Activity, Fort Meade and Suitland Maryland.

Chief Towner is a Surface Warrior and Submariner, his awards include: Joint Service Commendation Medal (2 awards), Navy Commendation Medal, Joint Service Achievement Medal, Navy Achievement Medal, Good Conduct Medal (6 awards), Military Outstanding Volunteer Service Medal, and numerous service and campaign awards. Chief Towner is married to the former Michelle Derby of Edgewater, Maryland. Chief Towner will transfer to the Fleet Reserve on 30 June 2005.
